အကယ်ဒမီအကြောင်း မိတ်ဆက်
လွတ်လပ်၊ တရားမျှတ၊ ငြိမ်းချမ်း၊ တည်ငြိမ်၊ တိုးတက်သည့် ဖက်ဒရယ်ဒီမိုကရက်တစ်ပြည်ထောင်စု တည်ဆောက်သွားနိုင်ရန် မျှော်မှန်း၍ ဖက်ဒရယ်ဥပဒေအကယ်ဒမီကို နိုင်ငံတကာ ဥပဒေပညာရှင်အချို့၏ ဥပဒေပညာရပ်အရ ပံ့ပိုး၊ လမ်းညွှန်မှုတို့ဖြင့် ကချင်ပြည်နယ်၊ မိုင်ဂျာ ယန်မြို့၌ ၂၀၁၄ ခုနှစ်မှစတင်၍ ဖွင့်လှစ်ခဲ့ပါသည်။ မြန်မာတနိုင်ငံလုံးတွင် ဥပဒေစိုးမိုးရေးကို အခြေပြု၍ တိုင်းရင်းသားလူမျိုးများ၊ ပြည်နယ်များ၏ ကိုယ်ပိုင်ပြဌာန်းခွင့်ကို အဓိကထားလျက် “လူ့အခွင့်အရေးကို ဦးတည်သည့် ဖက်ဒရယ်စနစ်” ဆိုင်ရာပညာရပ်များကို ပို့ချသည့် တခုတည်းသော အကယ်ဒမီဖြစ်ပါသည်။
မျှော်မှန်းချက်
(1) Laying down the Rule of Law foundation for the emergence of an independent, just, developed, and peaceful Federal Union with the underpinning of human rights,
(2) Participating in the process of drafting, making, and enforcing the Federal Constitution, Constitutions of the Ethnic States – which constitute the Federal Union – and respective organic laws and other laws, which will reflect the will of the various ethnic nationalities and their Ethnic States.

ကြားကာလတက္ကသိုလ်ပညာရေးအစီအစဉ်၌ အနိမ့်ဆုံးအားဖြင့် ဒုတိယနှစ် တက်ရောက်အောင်မြင်ပြီးထားသူများ၊
တိုင်းရင်းသားခုခံစစ်ဆင်အဖွဲ့အစည်းများ (EROs) ၏ ထိန်းချုပ်ဒေသများရှိ ကောလိပ်များမှ ဒီပလိုမာရရှိထားသူများ၊
လူမှုအခြေပြုကောလိပ်များမှ ဒီပလိုမာရရှိထားသူများ၊

- Individuals who completed basic high school education and either served in the EROs or engaged in the Spring Revolution against the military regime for over two years.
